Car drivers gain over a złoty per litre, while heavy transport gets just pennies!

27 March 2026 

After many days of anticipation, the Prime Minister announced an express intervention into forecourt prices. The changes will come into effect before Easter (in the first days of April) and cover two key steps:

  • 📉 A reduction in VAT from 23% to 8%.
  • 📉 A reduction in excise duty to the EU minimum (without requiring Brussels' approval).

In practice, this means two entirely different realities:

  • 🚗 Private car drivers will gain approximately 1.30 zł per litre.
  • 🚛 Lorry owners will save barely less than 30 groszy!

Where does this disparity come from? The transport sector reclaims all VAT, so only the net price matters to them. The enormous VAT reduction of one złoty is entirely irrelevant to them. The only real relief will be a minor adjustment to excise duty.
Meanwhile, the wholesale net price of diesel (according to Orlen: 6,749 zł per m³) has jumped by over 40% compared to 28 February 2026, driven by the conflict in the Middle East. 📈

Private motorists will certainly breathe a sigh of relief, but heavy transport — the backbone of the entire market — is left with almost nothing. 🤔

An exhausted driver of a 40-tonne fuel tanker on the road? The government has just given the green light!

In the face of record forecourt prices, which could imminently reach 8 zł gross per litre, Polish authorities have decided on a drastic step. The wholesale net price of diesel has already breached the 6,300 zł per m³ barrier (Orlen data from 7 March 2026), sparking panic and mass stockpiling by the public. The result? Enormous queues at distribution centres and an official relaxation of working-time rules for drivers carrying out domestic fuel deliveries.

From 6 March to 2 April 2026, road safety must give way to logistics. The new, controversial regulations for drivers holding an ADR certificate provide for:

🚀 Extension of daily driving time: to a maximum of 11 hours.

📈 Increase in the weekly driving limit: to a formidable 60 hours.

Later breaks: the option to take a rest of at least 45 minutes only after 5.5 hours behind the wheel.

🛌 Rest on the road: permission to take a regular weekly rest period in the vehicle (while stationary and with a sleeping facility).

Drivers must document these derogations manually on the reverse of their record sheet or a printout from the digital tachograph, stating the reasons for using these exceptions. Although the government justifies this as a necessity to unblock deliveries in the context of the war in Iran, the entire situation seems absurd. Throughout the year we hear about strict inspections and fines of tens of thousands of złoty for minor breaches of working-time rules, which are supposedly a deadly hazard. Yet now, when the transport of flammable dangerous goods is at stake, driver fatigue suddenly ceases to be a problem. 🚨

A driver from Egypt instead of a Pole or a German — a revolution in transport is just around the corner!

Brussels is shining a new light on a problem that keeps hauliers up at night: a massive shortage of workers! 🛑 The European Commission has decided to create EU-wide regulations on recruiting drivers from outside the bloc. 🇪🇺 Until now, this process has relied mainly on private initiatives and national legislation. 📑

At the request of the European Commission, an IRU report was produced that analyses:

  • ⚖️ Legal barriers to employing people from "third countries".
  • 🚀 Projects to accelerate recruitment, aimed at streamlining the entire process.
  • 🛡️ Protection mechanisms, to ensure decent conditions for new workers.

One of the key elements is the SDM4EU project. It involves 11 countries, including Poland, Germany and France. 🇵🇱 The plan envisages systematically sourcing drivers from countries such as:

👉 Egypt and Morocco 🇪🇬🇲🇦
👉 Bangladesh and Pakistan 🇧🇩🇵🇰
👉 Tunisia 🇹🇳

The first pilot activities are set to launch in the second half of this year! 🗓️ Why is the EU taking such radical steps? The reason is simple:

"The shortage of professional drivers in the European Union is set to reach 500,000 workers." 📉

The main causes of the crisis are an ageing workforce and a lack of interest in the profession among young Europeans. 🧓 Although the report focuses on external recruitment, it often overlooks the issue of improving the working environment itself — from safe parking areas to modern sanitary facilities. 🚿🅿️

Is mass recruitment of drivers from other continents the only way to save European transport? 🚛 Or should the EU first ensure that the profession becomes attractive to European residents again? 🧐💬

Nearly 10,000 zł take-home pay, yet no one wants the job? Polish transport faces a remarkable paradox that money alone cannot solve!

Despite driver salaries being the envy of many, the sector stands on the brink of a staffing abyss. Look at the hard figures:

💰 Money isn't everything? The median wage is around 9,000 zł net, and in large companies even over 10,000 zł. As many as 80% of drivers earn above 7,000 zł take-home. These are figures well above the national average!

🛑 Where does the problem lie?

  • Demographics: The average driver age has exceeded 50, and younger successors are nowhere to be found.
  • Lack of progression: Wages are similar regardless of seniority, which kills motivation.
  • Working conditions: 94% have employment contracts, but the price is enormous pressure and a lack of flexibility.

⚠️ A dramatic picture Poland is already short of between 100,000 and 200,000 drivers! Even high bank transfers cannot compensate for time away from home, psychological burdens and complex regulations. The staffing gap is growing steadily.

Just 10 kilograms is all it takes to legally beat the system!

Will 1 July 2026 bring a revolution for the transport sector? That is when the new provisions of the Mobility Package come into force, requiring the fitment of tachographs in vehicles with a GVW of between 2.5 and 3.5 tonnes in international transport. Brussels wanted to bring order to the market for popular "vans", but hauliers have already found a clever loophole to slip through the net.

The principle is straightforward: if a vehicle has a GVW of up to 2.5 tonnes, no tachograph is required. The market responded to these changes instantly, introducing designs with a mass of precisely 2,490 kg.

What do such "clever" vehicles offer in order to survive in international transport?

  • Cargo capacity: 4, or even 5 Euro pallets thanks to special bodywork.
  • Payload: Declared values of approximately 900 kg.
  • Engineering: A solid base with twin rear tyres and rear-wheel drive.
  • Overnight accommodation: The possibility of fitting so-called "sleeping pods", where bunks measure between 172 and just under 200 cm in length.

A perfect example of this strategy is the new Piaggio Porter NP6. This model, homologated at 2.49 tonnes, was designed specifically to operate on long-haul routes while remaining entirely outside the scope of drivers' hours regulations.

However, experts are noting a worrying trend: instead of improvements in safety and ergonomics, we are getting vehicles built "to the rule". Although such vehicles will not replace conventional vans on every route, they are a clear signal that the market has no intention of waiting passively for regulations. Driver comfort takes a back seat, yielding to the battle to circumvent the tachograph requirement.

The Polish lorry market in 2025 delivered a thriller worthy of a good action film. According to the latest PZPM report, sales of new vehicles over 3.5 tonnes came to exactly 29,979 units. That is nearly 7% better than the difficult year of 2024! 📈 Although we are still 18% short of the 2023 records, the sector is clearly catching its second wind.

What happened at the top of the rankings? Here are the most interesting facts:

🇸🇪 Swedish battle of the giants: Volvo Trucks and Scania went neck and neck. Volvo ultimately wins in the overall standings and in tractor units. Scania doesn't give up and dominates the heavy chassis segment!

🤝 An extraordinary tie: An unprecedented situation! DAF and Mercedes-Benz tied for fourth place. Both brands registered exactly 4,385 vehicles. Such a coincidence happens once in a blue moon!

🚀 Renault surges ahead: This brand is the real rocket of the standings. In the tractor unit segment it recorded a record growth of over 54%, delivering more than a thousand vehicles!

🚛 Ford Trucks on the attack: The new market entrant climbed above eighth position for the first time. This is the result of Ford's strong growth alongside painful declines for Iveco.

📉 Not all rosy: The light chassis market (3.5–16t) performed worst of all. It recorded a decline of almost 11% compared to the previous year. Hauliers here are still tightening their belts. 🛑

The most important market for us — tractor units — grew by 10% year on year. It is clear that Polish transport is betting on the heaviest equipment, even though overall sales have yet to return to the levels of two years ago. 🛣️

A revolution in e-TOLL — your transport costs will rise dramatically as early as February!

22 January 2026 

On 1 February 2026, Poland's toll road network will undergo a massive transformation. In accordance with the amendment to the Council of Ministers' regulation, the e-TOLL system will be extended by approximately 645 km of new road sections. This means the total length of toll routes will reach as many as 5,869 km! If you manage a fleet of vehicles over 3.5 tonnes or buses, you must prepare for a new financial reality.



What exactly is changing in the system?

  • Greater coverage: The new sections are mainly extensions of roads that are already subject to tolls.
  • Higher rates: The cost per km will be strictly linked to the vehicle's EURO class and road type. For example, a vehicle over 12 tonnes with a EURO 2 standard will pay 1.07 zł/km on a motorway (currently 0.80 zł/km), while a vehicle with a EURO 5 standard will pay 0.56 zł/km (currently 0.42 zł/km).
  • Who is affected: The obligation to pay electronic tolls continues to apply to heavy vehicles and buses with more than 9 seats.


Attention! The greatest risk for hauliers may prove to be the financial security deposit limit. The increase in rates means that existing funds in settlement accounts may be exhausted far more quickly. Remember: at the moment tolls reach 99% of your deposit, the deferred payment mode will be blocked, and the account will switch to prepaid mode with a balance of 0 zł. This could result in vehicles being brought to a sudden halt on the road.

Driving while disqualified? Say goodbye to ALL your categories! New rules signed by the President.

Total loss of all driving licence categories and re-sitting all tests for driving while disqualified? 😱 The President has just signed the amendment introducing strict penalties for drivers!

The regulatory changes, prepared by the Ministry of Infrastructure, will come into force at the beginning of 2026. Although some of them concern private cars, the transport sector will feel the impact most acutely. The new regulations aim to drastically tighten the consequences of breaking road law. 🚛

Here is a list of the most important changes that every professional driver must know:


✅ Draconian penalties for repeat offenders: If a driver is caught operating a vehicle during a 3-month suspension of their entitlement (e.g. for tampering with a tachograph or a serious speeding offence), they will lose their licence entirely. To recover it, they will be required to re-sit the tests for each previously held category separately. 🛑
✅ Licence suspension outside built-up areas: A 3-month document suspension for exceeding the speed limit by more than 50 km/h will also apply on single-carriageway two-way roads outside built-up areas.
✅ On-road testing: The practical part of category C and C+E tests will be able to take place outside the boundaries of towns, which is intended to make the assessment of future drivers' skills more realistic.
✅ Young drivers and the sector: 17-year-olds will be permitted to drive vehicles up to 3.5 t under the supervision of an experienced driver, but the regulations prohibit them from working in commercial transport (e.g. as couriers) until they reach the age of majority.
✅ Faster tractors: Agricultural tractors will now legally travel at 40 km/h (instead of 30 km/h).

The new regulations send a clear message: an end to leniency towards manipulation and recklessness. In particular, the requirement to re-sit all tests could mean the end of many professionals' careers.

The title of International Truck of the Year 2026 goes to the DAF XD Electric and XF Electric. 🚛⚡ This is the third award for the Dutch brand in five years. Twenty-four journalists from across Europe were impressed by their energy efficiency and drivetrain. But is the jury's verdict really in step with the actual needs of the market? 🤔

Let's be honest — choosing an electric vehicle is no longer a surprise, but rather a new "norm". 📉 Manufacturers go to great lengths to enter electric trucks in competitions, hoping a prestigious title will finally help "kick-start sales" of these vehicles. The same happened last year with the Mercedes eActros 600 and two years before that with the Volvo FH Electric. Technology with a still-marginal market share wins, while proven solutions fall by the wayside. 🙄

Ready, set, go! Tachograph subsidies from 1 December — don't miss out! Up to 3,000 zł per vehicle.

If you are a road haulier planning to replace your tachographs — or if you have already done so — you cannot afford to miss this opportunity.
👉 From 1 December 2025 at 10:00, applications for subsidies open. The deadline is 31 January 2026 at 23:59 — there is plenty of time, but funds may run out sooner!

🚛 A subsidy of up to 3,000 zł per vehicle is available for both newly installed smart tachographs and those already fitted previously (provided you confirm the installation and supply the workshop's details).

📌 In the first phase, funding will cover a maximum of 10 vehicles on the same Community licence. Applications are submitted electronically via the ARiMR form: https://epue.arimr.gov.pl

📝 What will be required? Including, among other things:
- company and vehicle details (NIP, REGON, licence number),
- tachograph number,
- installer details,
- proof of installation and a printout of technical data from the tachograph.

Europe slows down, Poland accelerates, and Lithuania… breaks records!

The lorry market 🚛 in the European Union is contracting

In the first three quarters of 2025, registrations of new vehicles over 3.5 tonnes fell by as much as 9.8% compared to 2024. ⬇️

The biggest declines

Germany recorded -17.9%, and France -13.4%. Is this a sign of the economic crisis that is increasingly affecting the European transport sector? 🤔

Poland swims against the tide! 🔝

Growth in new lorry registrations reached 3.4%. The segment above 16 tonnes grew by 6.6%. Despite a 20.3% decline in the medium class, the overall trend remains positive.

Lithuania's "registration miracle" 😯

Over nine months, the number of registered lorries above 16 tonnes surged by 81.9%! A country more than 13 times smaller than Poland is approaching half of our heavy vehicle market. 🚚🔥

40,000 euros in savings per year — with no road charges whatsoever?!

Yes, it is possible — provided you drive an electric lorry… and you are in Germany. The European Parliament has just agreed to extend the road toll exemption for electric lorries until 30 June 2031. That is more than five additional years beyond the original plan! ⚡💶

Why is this change so significant? 👇

  • Electric lorries sell very poorly — mainly due to their high purchase price (up to 250,000 euros more than diesels!).
  • The toll exemption is a real incentive — in Germany it can deliver up to 40,000 euros in savings per year.
  • Extending the exemptions is an attempt to rescue the transformation of transport towards electromobility.

But note! 🧐
The fact that the EU permits exemptions does not mean every country is obliged to introduce them. Case in point? Poland — it has not yet implemented such an exemption, and there is no indication it plans to do so in the near future.

Planned e-TOLL increases: up to +42% and toll charges on a further 645 km of roads?

The Ministry of Finance is preparing new ways to plug the gaping budget — and once again the transport sector is in its sights. A freshly published plan for 2025–2028 includes a proposal for a significant increase in road toll revenues.

Planned changes:

  • Extension of the toll road network by 645 km (i.e. +12%)
  • Increase in base e-TOLL rates by up to 42%
  • New vehicle classification based on CO2 emissions
  • Possible toll exemptions for electric lorries

1 December 2025 was cited as a possible implementation date. But note — this is only a proposal. There is neither an approved tariff nor a map of new sections. There is, however, a great deal of speculation and a lack of specifics. The government estimates that in 2026 this could bring 2.7 billion zł into the budget.

For hauliers, this is a clear signal: better prepare for price rises. Even if they do not come into full effect immediately, the direction of change is unlikely to shift.

Is it fair to burden a single sector with the cost of plugging systemic holes? Where does "planning" end and the mere testing of taxpayers' patience begin?

Replaced your tachograph? Find out whether you can claim back up to 3,000 zł per vehicle!

Every haulier has been waiting for this — and the wait is finally over! The Ministry of Infrastructure has published the regulation that launches the process of reimbursing costs for replacing tachographs with new smart models. This is the first such refund under the National Recovery and Resilience Plan. 💡

What is worth knowing?

✅ Reimbursement of up to 3,000 zł for every tachograph replaced.

✅ To start — a maximum of 10 vehicles per company.

✅ Applications can be submitted electronically via the ARiMR system.

✅ Every haulier — large or small — has an equal opportunity.

✅ There will be no preferential treatment for larger operators.

🔜 What next?

GITD now has 10 days to prepare a list of companies and vehicles eligible for support. The list will then go to ARiMR, which will set up an application collection system. A notice of the application window will appear in the BIP at least 14 days in advance.

To submit an application, you will need, among other things, company, vehicle and tachograph-installing workshop details, declarations, and a printout of technical data from the device.

📌 Remember — reimbursement is only available for devices replaced in accordance with EU requirements for international transport.

No parking spaces, but there will be an app. A new idea from Brussels — rate a company like a restaurant on Google.

The European Commission wants to give lorry drivers a tool for rating road infrastructure — from parking areas, through sanitary facilities, to loading and unloading conditions. The idea? A pan-European app that will allow users to leave a review of a rest stop or company. 

What can be rated?

- Condition of sanitary facilities 🚻

- Safety and lighting 🔒

- Catering offering 🍔

- Waiting time for loading/unloading ⏳

- Toilet access at companies 📉

According to officials, the app is intended to put pressure on car park and company owners to improve working conditions for drivers. "Drivers will finally have a voice," say enthusiasts.

But will a digital revolution be enough? 🤔

Every day in Europe there are shortages of thousands — in total hundreds of thousands — of lorry parking spaces. Car parks are full, and drivers are often forced to stop in random locations. An app will not create new rest areas — what is needed here is real investment and public, free car parks that keep pace with the growth of transport.

Overdue invoices, margins on the edge — TSL enters Q4 with the brakes on

Although as many as 57% of hauliers acknowledge that most of their invoices and orders are fulfilled in the final months of the year, the mood is far from optimistic. Instead of excitement — rising costs, payment bottlenecks and a lack of readiness for the green transformation. 💸🚛

📉 The business climate index in transport and warehousing fell in August 2025 from +1.1 to –0.4 points, reflecting deepening concerns about the future.

The biggest problems:

⛽ Rising operational costs — over 80% of companies confirm an increase in expenditure, and 60% report rises exceeding 10%.

⏰ Late payments — as many as 60% of hauliers state that at least half of their invoices are paid after the due date (on average 2 weeks late).

🔄 Payment bottlenecks — the main source of difficulty for 63% of respondents.

📉 Low margins — more than half of companies do not achieve a margin above 10%, and many of them… cannot define it at all.

🔌 Added to this is the lack of readiness for fleet electrification — almost 60% feel entirely unprepared for the transformation imposed by the EU's Fit for 55 package.

⚖️ Despite this, the sector is not without positive relationships — as many as 65% of hauliers and 80% of freight forwarders rate their mutual cooperation well. As many as 30% of companies anticipate an improvement in their situation in the second half of the year. Could this be the first glimmer of hope? 🌤️
